Cool. I will try that out. The TV internal apps play surround fine... It's just the cable plugged into HDMI 1. I think Digital Audio Out is set to auto 1 right now. I will try changing it to auto 2. Thanks!

Also, make sure the devices doing input to the TV are set to send Dolby Digital 5.1.   When you connect an HDMI cable directly to a receiver you can send multichannel PCM or LPCM for surround sound, but the audio return channel (ARC) of the receiver connection or the optical spdif can only carry 2 channels of PCM or the compressed dolby digital or dts 5.1 formats.

I toggled the seeing to Auto 2 and now the surround sound works with the cable box, but bow the quality for the surround of all connected devices is worse. At this point I think it may be an issue with the sound bar. The flickering and static doesn't happen when I plug it directly into the tv

Flickering and static with the connected Blu Ray that I mentioned earlier. Sorry for the confusion

Does the sound bar have any equivalent to the 'enhanced' mode for HDMI?

The sound bar is the Nakamichi Shockwafe Elite 7.2Ch DTS:X. I'm not seeing where I can enable or disable enhanced HDMI. All the ports are HDMI 2.0 HDCP 2.2.

I opened a ticket with them so I'll let you know what they say. Hope I don't have to return it since it will be expensive. The Vic weighed like 75 pounds. It sounded awesome at first... So disappointing

You do have the option of putting the blu-ray on the TV's HDMI 2, but unless it has a separate audio output you will lose the advanced blu-ray audio formats that ARC and optical don't carry.
