How to record (aka time shift) OTA broadcast on XBR X900E television

I recently purchased a Sony Bravia XBR-55X900E.

It's running the latest firmware vPKG6.2676.0070NAA, which is based on Android 7.

Android 7 includes native support for recording / DVR functionality.

It's perfectly legal to record broadcast TV for personal use in the USA (Sony should know this, because they won the case that made VCRs legal)

The TV has a USB3 port that is intended to be connected to external drives.

I can't find any options to record a live broadcast, even after connecting a drive.  As far as I can tell, the hardware, software, and legal requirements are all in place to support it, but the option seems to have been removed from the OS.  Can someone walk me through enabling the DVR functionality on this TV?  Thanks!!
